Bode Miller to miss rest of the season

Bode Miller will skip the rest of the World Cup season to rest his surgically repaired left knee.

The two-time overall champion had microfracture surgery nearly a year ago and has been taking a cautious approach to recovery, not wanting any sort of setback with the Sochi Games just a year away.

And while the 35-year-old has missed some races, he hasn't sat out a full season since his debut in 1997.

Miller called the decision "tough," but "easy for me when I look at my opportunity next year."

This has been a big year for Miller off the slopes. He married pro volleyball player Morgan Miller on Oct. 7, and the couple is expecting their first child. Miller has a 4-year-old daughter from a previous relationship.

Boeing 787s grounded for inspections after emergency landing in Japan

TOKYO (Reuters) - Japan's two leading airlines grounded their fleets of Boeing 787s on Wednesday after one of the Dreamliner passenger jets made an emergency landing, heightening safety concerns over a plane many see as the future of commercial aviation.

All Nippon Airways Co said it was grounding all 17 of its 787s and Japan Airlines Co said it suspended all 787 flights scheduled for Wednesday. ANA said its planes could be back in the air as soon as Thursday once checks were completed. The two carriers operate around half of the 50 Dreamliners delivered by Boeing to date.

Wednesday's incident follows a series of mishaps for the new Dreamliner. The sophisticated plane, the world's first mainly carbon-composite airliner, has suffered fuel leaks, a battery fire, wiring problem, brake computer glitch and cracked cockpit window in recent days.

"I think you're nearing the tipping point where they need to regard this as a serious crisis," said Richard Aboulafia, a senior analyst with the Teal Group in Fairfax, Virginia. "This is going to change people's perception of the aircraft if they don't act quickly."

The 787 represented a leap in the way planes are designed and built, but the project was plagued by cost overruns and years of delays. Some have suggested Boeing's rush to get planes built after those delays resulted in the recent problems, a charge the company strenuously denies.

Both the U.S. Federal Aviation Administration (FAA) and the National Transportation Safety Board (NTSB) said they were monitoring the latest Dreamliner incident as part of a comprehensive review of the aircraft announced late last week.

ALARM TRIGGERED

ANA flight 692 left Yamaguchi Airport in western Japan shortly after 8 a.m. local time (2300 GMT Tuesday) bound for Haneda Airport near Tokyo, a 65-minute flight. About 18 minutes into the flight, at 30,000 feet, the plane began a descent. It descended to 20,000 feet in about four minutes and made an emergency landing 16 minutes later, according to flight-tracking website Flightaware.com.

A spokesman for Osaka airport authority said the plane landed in Takamatsu at 8:45 a.m. All 129 passengers and eight crew evacuated safely via the plane's inflatable chutes. Chief Cabinet Secretary Yoshihide Suga said 5 people were slightly injured.

At a news conference - where ANA's vice-president Osamu Shinobe bowed deeply in apology - the carrier said instruments on the flight indicated a battery error, triggering emergency warnings to the pilots. It said the battery in the forward cargo hold was the same type as one involved in a fire on another Dreamliner at a U.S. airport last week.

"There was a battery alert in the cockpit and there was an odd smell detected in the cockpit and cabin, and (the pilot) decided to make an emergency landing," Shinobe said.

Marc Birtel, a Boeing spokesman, told Reuters: "We've seen the reports, we're aware of the events and are working with our customer."

The Teal Group's Aboulafi said regulators could ground all 50 of the 787 planes now in service, while airlines may make the decision themselves. "They may want to protect their own brand images," he said.

UNDER REVIEW

Australia's Qantas Airways said its order for 15 Dreamliners remained on track, and its Jetstar subsidiary was due to take delivery of the first of the aircraft in the second half of this year. Qantas declined to comment further on the issues that have plagued the new lightweight, fuel-efficient aircraft.

India's aviation regulator said it was reviewing the Dreamliner's safety and would talk to parts makers, but had no plans to ground the planes. State-owned Air India has six of the aircraft in service and more on order.

"We are not having any problem with our Dreamliners. The problems we had earlier were fixed," Arun Mishra, Director General of Civil Aviation, told Reuters. "We are reviewing the situation now."

United Airlines, the only U.S. carrier currently flying the 787, said it was not taking any immediate action in response to the latest incident. "We are looking at what is happening with ANA and we will have more information tomorrow," a spokeswoman said.

Shares of Dreamliner suppliers in Japan came under pressure.

GS Yuasa Corp - which makes the plane's batteries - fell 4.5 percent, as did Toray Industries Inc, which supplies carbon fibre used in the plane's composites. Fuji Heavy Industries, Mitsubishi Heavy Industries and IHI slid 2.5-3 percent on a benchmark Nikkei that was 2 percent lower. ANA shares slipped 1 percent.

PUBLIC CONFIDENCE

Japan's transport minister on Tuesday acknowledged that passenger confidence in the Dreamliner was at stake, as both Japan and the United States have opened broad and open-ended investigations into the plane after the recent incidents.

The 787 is Boeing's first new jet in more than a decade, and the company's financial fortunes are largely tied to its success. The plane offers airlines unprecedented fuel economy, but the huge investment to develop it coupled with years of delay in delivery has caused headaches for customers, hurt Boeing financially and created a delivery bottleneck.

Boeing has said it will at least break even on the cost of building the 1,100 new 787s it expects to deliver over the next decade. Some analysts, however, say Boeing may never make money from the plane, given its enormous development cost.

Any additional cost from fixing problems discovered by the string of recent incidents would affect those forecasts, and could hit Boeing's bottom line more quickly if it has to stop delivering planes, analysts said.

To date it has sold close to 850 of the planes to airlines around the world.

Wal-Mart says to buy more U.S. goods, add veterans' jobs

NEW YORK (Reuters) - Wal-Mart Stores Inc will buy an additional $50 billion in U.S.-made products over the next decade in areas like sporting goods and high-end appliances in what the world's largest retailer called a bid to help boost the U.S. economy.

Wal-Mart, the largest private employer and retailer in the United States, also said on Tuesday it plans to hire 100,000 newly discharged veterans over the next five years, at a time when the U.S. unemployment rate is at 7.8 percent.

The moves are likely to receive a cool reception from critics, who claim Wal-Mart does not pay its workers enough and should be taken to task for selling too many goods made in lower-cost countries like China. The company is also under pressure over its sourcing practices, particularly after a deadly fire at a Bangladesh factory that made Wal-Mart clothes.

But Walmart's U.S. unit says about two-thirds of the goods it buys to sell in its stores are made, sourced from or grown in the United States, citing data from its suppliers.

Last year, 55 percent of Walmart U.S. sales came from groceries like food and drinks as well as health and beauty products, household goods such as paper towels, and pet supplies. Many of the items are typically sourced locally.

Only 7 percent of Walmart U.S. sales were of apparel, jewelry and accessories, which retailers typically get from lower-cost countries.

The company's Walmart U.S. and Sam's Club warehouse chain will increase what they already buy in the United States in categories like sporting goods, basic apparel, storage containers, games and paper products.

Last week, Walmart U.S. told its employees that Michelle Gloeckler, senior vice president in the home business, will lead the new focus on U.S. sourcing and manufacturing. Greg Hall, a vice president of Walmart.com, is set to become a vice president reporting to Gloeckler. No replacement was announced for Hall's e-commerce role.

Walmart U.S. Chief Executive Bill Simon laid out the spending and hiring plan at the National Retail Federation's (NRF) annual conference in New York.

JOBS FOR VETERANS

Wal-Mart is not a member of the NRF, a major industry trade association that has promoted the importance of retail jobs in the United States. The NRF asserts that 25 percent of American jobs are supported by the retail industry.

Along that line, the company said starting on Memorial Day in May, it plans to hire 100,000 U.S. veterans over five years, a move supported by First Lady Michelle Obama.

"We've developed a national paralysis that's driven by all of us waiting for someone else to do something," Simon said in prepared remarks for the NRF. "But if we're waiting on government, we're waiting on a process that can't act with the same speed as business."

Veterans' issues are a personal topic for Simon, who served 25 years in the U.S. Navy and Naval Reserves. The company said it will offer a job to any honorably discharged veteran in the first year after active duty.

Depending on the time of year, there are anywhere from 15,000 to 50,000 job postings at Walmart. The company said it promotes about 170,000 people each year to jobs with more responsibility and higher pay.

About 75 percent of its store management started as hourly associates, and now earn an average of $50,000 to $170,000 a year. The highest earning store manager last year made more than $250,000. Wal-Mart has repeatedly claimed its pay and benefits are in the top half of the retail industry.

Starting wages for Walmart U.S. store employees vary by market. Simon noted that in his first job as a dishwasher in a restaurant, he made $2.10 an hour.

Walmart U.S. also said it would give part-time workers the first shot at full-time positions. It also plans to make scheduling more transparent, giving part-time workers the ability to choose more of their own hours.

Sales for Walmart U.S. rose 1.5 percent to $264.19 billion in fiscal 2012, which ended in February 2012, and accounted for 59.5 percent of the company's total sales.

The unit is still by far Wal-Mart's largest business, but its percentage as a part of the company's overall sales has fallen from 62.1 percent in 2011 and 64.2 percent in 2010 as Walmart International and Sam's Club have grown their sales at a faster pace.

Walmart shares dipped 0.1 percent to $68.24 in morning trading, in line with a little changed S&P retail index.

We've seen a handful of rugged Androids in our time, but none are as affordable and as weird as these ones at CES. The backstory here is that a couple of Chinese guys in camouflage gear approached us at our CES stage, and after an awkward conversation, it turned out that they just wanted to show us the three rugged phones they brought all the way from Shenzhen. Starting from the right we have the Runbo (like Rambo?) X1 IP67-certified featurephone cum walkie-talkie, which packs a 2-inch 176 ? 144 display, a 0.3-megapixel front-facing camera, a laser pointer, quad-band GSM plus 800MHz CDMA cellular radios, 400 to 470MHz range for the software-configurable walkie-talkie, a surprisingly loud speaker and a 2,200mAh battery. This will be available for ?980 or about $160 on Taobao online store (the Chinese equivalent of eBay) in the next couple of days, and we've been told that there will also be a variant with GPS added.

But the real stars of the show are the two brick-sized vanilla Android 4.0.4 devices. The phone pictured in the middle is the Runbo X5, a device featuring a 1GHz dual-core Cortex-A9 MTK6577 chipset, 1GB RAM, 4GB storage, microSD expansion, a 4.3-inch 800 x 480 IPS display, an app-triggered laser pointer, an eight-megapixel main camera, a 0.3-megapixel front camera, a super loud speaker (again) and a massive removable 3,800mAh battery. And yes, this also comes with a 400 to 470MHz walkie-talkie radio (up to 10km range; with detachable antenna), along with the additional 850/1900/2100 WCDMA radio, two SIM slots (WCDMA plus GSM), WiFi, Bluetooth 3.0 and GPS. These specs are the same for the Runbo X3 on the left, except for the smaller 3.5-inch 800 x 480 IPS panel to make space for the QWERTY keyboard below it. The best part here are the prices: both of these IP67-certified devices are available on Taobao or the official website for just ?1,999 or about $320, which is a bargain for both the ruggedness and the fact that these double as standard walkie-talkies. US folks can also order directly from eBay for $380, which is also a steal. But does this surprisingly low price reflect the quality? Find out in our hands-on after the break.

JPMorgan slashes CEO Dimon's bonus on "Whale" trade

NEW YORK (Reuters) - JPMorgan Chase & Co's board of directors cut Chief Executive Jamie Dimon's annual bonus in half, citing the company's $6.2 billion "London Whale" trading loss, the company said on Wednesday.

Dimon's pay was slashed even though JPMorgan, the largest U.S. bank, said fourth-quarter net income jumped 53 percent, and earnings for 2012 set a record. The fourth-quarter results were helped by increased mortgage lending profits and a decline in the costs for bad loans.

The board said the bank's strong results were a key reason to give Dimon a bonus, but the London trading losses cut into his compensation.

"As chief executive officer, Mr. Dimon bears ultimate responsibility for the failures that led to the losses in the Chief Investment Office," the bank said in a securities filing.

Dimon's pay for 2012 was $11.5 million, the company said in the filing, including a salary of $1.5 million and a bonus of $10 million. In 2011 Dimon was paid $23 million, including the same salary and a bonus of $21.5 million.

Dimon told reporters on a conference call he "respects" the board's decision.

The trading loss, which was suffered primarily in the second quarter of 2012, has been a major embarrassment for the company.

It is known for the "London Whale" nickname that hedge fund traders gave to JPMorgan trader Bruno Iksil, for the large positions he established from London for the Chief Investment Office. The trade, made with credit derivatives, became too big for the company to exit easily.

The report of the bank's management task force, released on Wednesday, primarily assigns blame for the trading losses to the failure of three executives beneath Dimon: Ina Drew, the former chief investment officer; Barry Zubrow, the former risk chief; and Douglas Braunstein, the former chief financial officer.

Drew failed to properly oversee the trades that led to the losses, Zubrow failed to properly set up the risk function in the Chief Investment Office, and Braunstein was responsible for a weakness in financial controls, the report said.

But Dimon was not without blame either, according to the task force.

"(He) could have better tested his reliance on what he was told," the task force said, while also praising him for responding "forcefully" when he learned of the problem.

While Dimon said Wednesday the Whale position was close to being a "non-issue" from a trading standpoint, regulators were still probing what happened. He also acknowledged the trade caused another modest loss in the fourth quarter, though he declined to say how much.

Fourth-quarter net income rose to $5.69 billion, or $1.39 a share, from $3.73 billion, or 90 cents a share, a year earlier. Results for both periods included special items.

Baird analyst David George said JPMorgan's results should compare favorably to peers and other brokers. Goldman Sachs Group Inc , the fifth largest U.S. bank by assets, also posted stronger profits on Wednesday.

MORTGAGE REVS JUMP

JPMorgan's revenue from mortgage production, excluding losses on repurchases of past loans, increased 51 percent to $1.6 billion.

JPMorgan, like Wells Fargo & Co , which is the nation's largest home lender, has benefited from being a middleman in the U.S. Federal Reserve's drive to channel inexpensive money to borrowers to support the housing market and the economy. Revenue from making home loans has eased the squeeze on bank profit margins that has come with low interest rates.

The provision for credit losses plunged 70 percent to $656 million.

"We continued to see favorable credit conditions across our wholesale loan portfolios and strong credit performance in our credit card portfolio," Dimon said in a statement.

On a conference call, Dimon said the first quarter of 2013 was "probably okay" for the mortgage business. As the mortgage refinancing boom runs its course, some worry that lending for new purchases will not rise fast enough to offset the decline.

JPMorgan shares fell 1.2 percent to $45.80 in early trading. The stock has more than recovered all of the $26 billion in market value it lost in the first two weeks after the company acknowledged the Whale trade. Dimon said share buybacks were still a good deal at current prices.

"All in, we think it's a good quarter for JPM, and underscores their solid earnings power," Nomura analyst Glenn Schorr said in a note to clients. "Solid earnings progression, capital build & return and reasonable valuation should make '13 another good year in the stock."

I read on CNET today that a new iPhone application, NRA: Practice Range (iTunes link), was released by MEDL Mobile that includes NRA safety, training, and education resources along with a target practice shooting game. Given the horrific tragedy just a month ago in Newtown the timing for this release is probably not the best, but it does focus on the educational aspects of the NRA.

If you check out the free game you will see it is one of the least violent shooting games you can find to play (along the lines of the old duck hunting games we played on consoles) and it is more geared towards educating gamers on safe use of weapons rather than shooting people, aliens, zombies, or other creatures.

According to the description on iTunes, this new application provides the following:

I grew up in the foothills of Mount Rainer and come from a line of loggers and hunters with a grandpa that taught hunter safety courses for over 30 years. My grandpa taught me how to safely use a firearm and he would get furious with anyone he saw improperly using a weapon at any time. The public discussion around shootings over the last couple of years has brought up violence in video games as a factor, among many other things, and I know that these types of games have not affected me personally.

I haven't heard much discussion around gun safety and know growing up that this was a major focus in a small town where everyone had guns in their homes. I don't know when MEDL Mobile had this app developed and ready to go, but it does seem that the release timing is unfortunate since there are some valuable gun safety lessons and educational tips within the game itself. Ars Technica offered a good perspective on this new game compared to some of the over-the-top articles that jump to heated arguments and controversy.

Gun safety is an important factor in reducing accidental deaths or injuries caused by improper use of firearms and this free application looks to be a helpful resource.

There will be different breaks or situations in the game that will make each game unique. That makes it exciting . . . This is how we think it?s going to work out. It never quite goes that way.

As a coach, you want to try to put your team in the best position you can so they can be competitive. As players, it?s the same thing. It?s like when you talk to the Navy SEALs and those guys talk about when they go on a mission, how they talk about, ?Alright, so we get there and we practiced going over a six-foot wall and the wall is 30-feet high.? Well, that?s the way it is in the NFL. You practice for whatever ? you think you?re going to swim across a 200-yard lake and the lake is 800 yards across. You have to get across it. You get in an NFL game and think you?re going to get this and then you get that.

Before Sunday?s game was 12 seconds old, the Patriots had allowed a 94-yard kickoff return. Before it was 90 seconds old, they had lost their most experienced running back, Danny Woodhead. Before it was seven minutes old, they had lost their Pro Bowl tight end Rob Gronkowski.

?

The wall got higher. The lake got wider. The Patriots still advanced to their seventh AFC Championship game in 12 seasons with a 41-28 win over the Houston Texans.

?

All season long, Tom Brady has gone to the figurative whip. Every chance he?s gotten to speak of a need for mental toughness, he?s taken it. Brady wouldn?t mention mental toughness if it wasn?t a concern. If he didn?t want the message he?s delivered in private to be amplified, he?d never put it in the public domain. But he has.

And Sunday was a study in mental toughness.

?

?I think that?s been the mark of our team,? Brady said, though he was despondent just before Christmas after a lackluster win in Jacksonville. ?We?ve won 11 of 12. We were down 31-3 at home (to San Francisco on December 17) and battled back. I think we?re going to be in it. We have a lot of tough guys, mentally tough guys. Whatever happens, like what happened on the first play of the game, you?ve got to overcome it. We made some key plays when we needed to. Shane [Vereen] made them, Wes [Welker] made them, Brandon [Lloyd] made them, so it was a great effort. Offensive line was awesome, as usual.?

Vereen is an extremely talented player who -- in his second season in the league -- wasn?t where he needed to be a month ago. A fumble against the 49ers that led to points. A missed blocking assignment against Jacksonville that got Brady blown up. Sunday, Vereen wasn?t just making simple plays he ought to make, he was making outstanding plays including a momentum-building touchdown early in the fourth on an over-the-shoulder catch most wideouts would bungle.

Hoomanawanui?s performance wasn?t as gaudy as Vereen?s but it was every bit as necessary once Gronkowski went to the sidelines.

?

"Hooman [Michael Hoomanawanui] and Shane [Vereen] stepped in there and both did a good job for us,? said Belichick. "Shane obviously made a lot of big plays but Hooman did a great job too, as he?s been doing for the last month. These kinds of games, you never really know when the dial spins, where it?s going to wind up, who it?s going to end up on. Those guys were prepared."

And it?s not as if the Patriots were going to veer from their plans because they lost some players.

?

"We had a whole plan built for [Gronkowski] and [Woodhead]," Brady said. "We run the first series of the game and all those plans change. I think a little of it was ?What are we going to do now? How are we going to adjust?? But we seemed to settle in there midway through the first quarter and put together a pretty good game. Obviously it?s a bummer to lose anybody, but someone of Rob?s importance or Danny?s importance, we need guys to step in and fill the void, whether it?s this game or any game after.?

The finality of playoff football was stressed this week. But so was the need to play freely enough and not allow the moment to be too big.

?You don?t win a war by digging a foxhole and sitting in it,? said Belichick. ?You need to attack.?

Sunday night, Logan Mankins smiled when asked if he wanted to play the Texans. ?We wanted to play them because they wanted to play us,? said the veteran guard.

Now come the Ravens who have already begun flapping their gums at New England, led by special teamer Brendon Ayanbedejo. Via Twitter, the 36-year-old -- who should know better by now -- said the following.


There are myriad ways to interpret the ?why? of what Ayanbadejo tweeted. One of them is to chalk it up to fear. Ayanbadejo knows which team is better right now and it ain?t his. Hence, tugging on Superman?s cape.

?When you?re playing at this time of year, each game gets tougher, each game gets bigger,? said Belichick. ?I think the Ravens certainly showed how physically and mentally tough they were to go out there and come from behind and beat Denver in a tough environment. That showed a lot of character, resiliency and toughness. Our game with them this year, our game with them last year, went down to the last possession, the last play, however you want to look at it.?

There?s no doubt the Ravens have some mental toughness. But they are playing next Sunday against a team that?s been to seven AFC Championships in 12 seasons. A team that?s 5-1 in those games. The Patriots showed Sunday -- again -- which way they?ll go when it comes time to put up or shut up.

Dear Reader,

Welcome to this first Newsletter of the year. Let me take this opportunity to wish you and those dear to you a prosperous New Year in 2013. At this time of year it is customary to look back and take stock of the year just ended, identifying where we succeeded and the good things that happened, as well as areas which we found challenging and where we might need improvement. In 2012, our Society had a good year. Membership grew in all categories; we held our key events and sponsored many others; national members organized their national conferences, some of which attracted participants from other countries and continents; and there were many successes at individual level.

?

It is also part of the tradition to look forward and make resolutions for the new year. As we look forward, two obvious items come to mind. Our fixed annual event, Med-e-Tel, will take place in Luxembourg on April 10-12, 2013. And the 18th edition of the ISfTeH Annual Conference, will be organized by the Japanese Telemedicine and Telecare Association on October 18 -19, 2013 in Takamatsu, Japan, under the chairmanship of Prof. Kazuhiro Hara, Chair of the Society. I look forward to seeing you all in your numbers in Luxembourg and in Takamatsu City. Last year I urged everyone to bring along five other people to Med-e-Tel. Now is the time to deliver on those plans, you have been making since April 2012.

Let us also try to better work together in 2013. In addition to attending the big events, there are other ways of working together. They include sharing information about your organization, whether you are a National Member society, Associate Member association, Institutional Member or Corporate member. This year, we will continue with our tradition of featuring various categories of members in each issue of the Newsletter. It is clear that our members read these communications from the ISfTeH. Last year, we sent out a special "blast" issue (between the April and July issues of the Newsletter) announcing the African Development Bank's eHealth Award. The number applications for the award jumped from a handful, to well over one hundred. So, tell the Telemedicine and eHealth community about your events, big and small. Tell us about your plans. They might converge with those of another organization in the community, and give rise to a mutually beneficial collaboration.

The editorial staff are not as well placed as you are to write about your organization. You know best the subtle strengths and facts that make your organization an important member of the ISfTeH community. Share this with others by making a contribution to the Newsletter.

In the same vein, I also invite "Guest Editorials" from any organization that has a special message that they would like to share. To take advantage of this, it suffices to send us an email inquiry. And if the idea catches on, we could make this a regular feature in future issues.

Association for Ukrainian Telemedicine and eHealth Development (AfUTeHD) is a non-profit public organisation, which was created for the realisation of aims and subjects of the Statute. The basic principles of AfUTeHD are: democracy, free-will, equal rights, autonomy and publicity for all members. All activity of AfUTeHD is in full accordance with the Constitution of Ukraine, current laws and Statute. The main aim of AfUTeHD is integration of scientific and practical potential of all members for effective development and introduction of professional activity in fields of telemedicine, eHelath, medical informatics and cybernetics, also - protection of social, professional, lawful etc interests of members.

Background of Association for Ukrainian Telemedicine and eHealth Development

The Association for Ukrainian Telemedicine and eHealth Development was founded in 2006. Since January 1st 2007, AfUTeHD became a national member of the International Society for Telemedicine and eHealth (ISfTeH) and a few months later we received associate membership in the European Association of Healthcare IT-Managers.

Ukraine has a unique history of telemedicine. The first tele-ECG system was built here in 1935. Then between 1969-1985 analogous tele-ECG networks were functioned in a number of administrative regions. Huge development of Internet, personal computers and related digital technologies are opening new directions for the telemedicine and eHealth development in Ukraine. There has been an impressive growth of telemedicine networks, special projects, learning and scientific activities since the year 2000. Ukraine has its own health IT industry which includes manufacturing of digital telecardiology equipment, electronic health records and medical information system software development etc. AfUTeHD unites medical professionals, health care managers, technical specialists, industry and business sectors for joint activities focused on an effective, safe and standardized usage of telemedicine and eHealth applications and systems.

Short history of AfUTeHD

When founded, the aims of the Association were: be favourable to professional activity of all members; be favourable to activity of any health care establishments; be favourable to determination of best ways for telemedicine and eHealth development, development of scientific researches and its introduction in practice; development and strengthening of relation with other organisations; protection of members' interests.

From its start, AfUTeHD became the main organiser of International Conference "Telemedicine - Experience and Prospects" (which was founded in 2004). Due to the impressive role of the Association, the conference has since shown annual growth in the number and geography of participants as well as in program topics. Key business companies have been attracted as partners. Presently the Conference is the main national platform for collaboration and information exchange in related fields.

During its first years, AfUTeHD prepared and published special guidelines (methodological recommendations) for physicians, medical staff, managers, decision-makers, tutors etc: "Equipment for Telemedicine Practice in Medical Establishments" (in English, Ukrainian and Russian), "Telemedicine Tuberculosis Network" (in Ukrainian and Russian), "Telemedicine Glossary" (in Ukrainian).

In general, the main activity during past years has been the annual Conference, support of regional telemedicine projects, evidence-based development of methodological approaches and solutions for health ICT introduction and usage, evaluation and monitoring of telemedicine efficiency in different administrative areas, learning opportunities development and support. Our members have established partnership and collaboration with a lot of national and international facilities and institutions.

Outlines of Association for Ukrainian Telemedicine and eHealth Development Activities, Trends and Business Opportunities

The main direction of the Association's activities are: development of regional and national telemedicine networks, development and support of standards and protocols in field of telemedicine and eHealth, participation in development of laws for telemedicine and eHealth, methodic and scientific provision of telemedicine in Ukraine, testing of equipment in conditions of Ukrainian health care system, development of organization, clinical, economical, technical, legal and ethical decisions for telemedicine and eHealth in Ukraine, support of national telemedicine projects, organisation of annual events (scientific conferences, schools, workshops etc), and dissemination of knowledge.

Since 2007, a lot of the Association's members have become involved in clinical telemedicine applications. Our main approaches in this field are - a combination of different technologies (IP-based, H.32x-video based, trans-phone based) in dependence of level of care, infrastructure availability and real clinical needs and aims. AfUTeHD supports Ukrainian installation of the telemedicine web-platform "telemed-ipath.org.ua". In general, the Association shows great success in clinical telemedicine, especially in fields of cardiology, traumatology, perinatology etc.

A new special direction of AfUTeHD activity is telecardiology. There is a Working Group which includes physicians, researchers and industry representatives. In 2005 the national tele-ECG network "Telecard" was founded. Currently "Telecard" network covers all regions of Ukraine, and more than 200 thousands teleconsultations were lead. Special tele-ECG project was started in Donetsk in 2009. First time trans-phone ECG transmissions for teleconsulations were performed for support of clinical practice in neonatology ICU. In frame of the project the new tele-ECG system "Unet" was tested. At present time "Unet" network cover urgent ambulance service in a few regions of Ukraine.

AfUTeHD is working in close co-operation with national EHRs developers. Information and learning support, also as project management allows to install HL7-based EHR systems in a lot of state and private hospitals.

The activity of AfUTeHD is the main background of national telemedicine and eHealth policies and laws. In 2008 special guidelines of the Association were officially approved by Ministry of Health Service of Ukraine as main national methodology. Later, at the background of this guidelines MHS has been prepared official Order N261 (26.03.2010) "About Introduction of Telemedicine in Health Care Establishments". And the final step - in January of 2013 project of law "About Telemedicine" have to be submitted in the Ukrainian parliament.

Publications

"Ukrainian Journal of Telemedicine and Medical Telematics", articles partly in English, every paper has English abstract. Journal is cited by Index Copernicus.

Professor?Yogesan Kanagasingam is a world leader in medical informatics and Telemedicine. He was educated from the University of Oslo in Norway and the Norwegian Radium Hospital and his present focus area is Ophthalmology. As one the pioneers and world leader in establishing tele-ophthalmology, he has written two books in this domain which were published by Springer. He developed new and innovative ophthalmic diagnostic technologies and software systems. He is also the world leader in developing ocular biomarkers for Alzheimer's disease and other systemic diseases (e.g. recurrent stroke).

Prof Yogesan is the National Research Director at the Australian e-Health Research Centre, and leading the Broadband for Health team at Commonwealth Scientific Industrial Research Organisation that is Australian's National Science agency. He is also a visiting scholar at the Stanford University School of Medicine, USA where he worked as a Senior Fulbright Scholar at the Department of Ophthalmology. He is a Professor at the School of Medicine, University of Notre Dame in Western Australia. He is a Research Translation Faculty of the National Health and Medical Research Council in Australia.

Prof Yogesan is the founding President of the Australasian Telehealth Society (ATHS) and now the immediate past president of ATHS. He serves as the board member of the International Society for Telemedicine and e-Health and the Vice President and Board of director of the International Council on Medical and Care Compunetics in Holland. He was the Chair of the first Australian National telemedicine conference (Global Telehealth conference) and the 15th Annual Scientific Meeting of the International Society for Telemedicine and eHealth (ISfTeH), which was held in Perth Western Australia in 2010.

He has been working in the field of Biomedicine and telemedicine for more than 20 years and developed innovative technologies and service delivery models to bring specialist eye care to the doorsteps of the underserved. He has developed and commercialised a multi-purpose ophthalmic diagnostic device (EyeScan) for anterior segment and retinal imaging. This is a low cost device which could perform 7 different functionalities including mydriatic and non-mydriatic retinal imaging, fluorescent angiogram, slit-lamp, red-reflex and tear-film imaging module.

He has won inventor of the year awards for developing low cost easy-to-operate ophthalmic imaging device. He has also obtained Inventor of the year awards for the development of a simple, self-use kiosk for testing the vision abnormalities. This simple to use system is ideal for testing school children by nurses or teachers. This system is installed at several locations including Guidedog Discovery Centre in Perth. His recent achievement is the development of a multi award winning telemedicine platform for ophthalmology called Remote-I. This product won the top National ICT award (iAward), National e-Health award and WA ICT award for e-Health and Asia Pacific ICT merit award.

He has been involved in industry consultation and contractual research for more than 15 years. Prof Yogesan has been working with many companies including OIS from Sacramento California, CustomVis from Perth and Lifeguard Mobile from USA. In addition to the development and commercialisation of diagnostic hardware technologies, he has also developed many Health IT solutions and algorithms for disease grading. He got a patent portfolio of more than 30 patents. He has excellent experience in developing medical technologies from bench to bed.

He has published more than 80 peer-reviewed papers and 4 books in the field (Teleophthalmology and Digital Homecare). He is also part of editorial boards of several health information technology and ophthalmology journals. In addition, he has been moderator for many telemedicine courses at major telemedicine and ophthalmology conferences around the world.

Prof Yogesan has been working with research groups from around the world to develop innovative care models and medical diagnostic technologies. As a visiting scholar to Sankara Nethralaya in India, he has been working with Dr Sheila John and Dr Badrinath to build automated clinical decision support and disease grading systems for blinding eye conditions. He is also working with other clinical and research groups from China (Zhongshen Ophthalmic Centre), India and USA (Massachusetts Eye and Ear Infirmary, Stanford School of Medicine, UC Berkeley, University of California San Francisco).

"Health Information as a Social Regulator"

The proposed monograph (Content - View here) is structured in several main groups of authors and users of medical and health information and postinformation products - knowledge, culture, management and policy. Through these information conglomerates are formed dynamic relations and practices of interaction, arising from health and disease, regulating the social health system as part of the social organism by creating groups of followers. Today, dedicated health information flows are distributed not only in the physical but in the virtual world, which coexist in the two realities of different media - text, images, sounds, movements, leading to reformbodies and greatly increases their regulatory roles, becoming planned public health conditions for the authorities, who offer specialized care and services to strengthen individual initiative in the form of a personal health management and "socially approved knowledge." In this digital medical information environment interactions arise, create relationships, offer emotional ties and help to construct new social roles and social control towards the additional health practices.

Jivka Vinarova is the author and founder of the only in our academic training "Computer systems and technologies in medicine and healthcare", which started in 1998 and was successful in undergraduate and graduate curricula in NBU. She is determined by the European Commission - Information Society Technologies: Systems and Services for a National coordinator and collaborator on Telemedicine. She has over 200 scientific publications, 20 teaching materials on CD, 1 Film discography on eHealth, 7 books, that are underlying for the medical informatics field and its specializations. She is titular professor and author of more than 20 new academic courses as well as 50 projects implemented and working in various medical departments.Her main research interests are related to innovation in university education in biomedical informatics, work and career development of medical informatics and e-health.

Polina Mihova is a graduate of the Department of Biomedical Sciences, NBU Master of Computer Technology in Biomedicine and assistant in cipher 02:21:10 "Application of cybernetics principles in various fields of science - medicine, biocybernetics." Since 2005 is a Director and Titular of programs Bachelors degree program "Natural sciences"" and Masters degree program "Regulations and standards of medicine"; author of seven courses in NBU; graduated a full course of CISCO Academy and elected for Face of CISCO in Bulgaria in 2005, posssesing several international fellowships and memberships in the European organizations in the field of Telemedicine and eHealth.

The ISfTeH Telenursing Working Group (TWG) continues to enroll nurses from around the world, with 18 countries currently represented. We would like to increase the size of the group, focusing especially during 2013 on the recruitment of nurses from the countries of Africa. Rather than form another organization, we seek to use the resources of ISfTeH and the TWG to support professional involvement of nurses in this international, multidisciplinary learning environment. Help us to recruit more nurses into ISfTeH and the Telenursing Working Group by advocating for more nurse membership among the members of your professional associations and the attendees of regional conferences.

International Tele-Ophthalmology Working Group (ITOWG)

Due to considerable demand from around the globe for tele-ophthalmology, we are in the process of establishing a Working Group for Tele-ophthalmology under ISfTeH. ITOWG and its activities will promote the use of telemedicine in fields related to ophthalmology and optometry. It will support and advice the use of Tele-ophthalmology among new professionals, and also contributing to its development, producing innovation, knowledge, techniques, results and impacts.

We expect ophthalmologists, optometrists, eye care providers, nurses, researchers and industry to be member of this WG and contribute their expertise to the group. We will have a blog for this WG and expect to have regular web-conference sessions talking about various tele-ophthalmology projects from around the world. We are also interested to establish a project database from around the world which will have access to our members only.

This WG is expected to kick start from 1st January 2013 and coordinated by Prof Yogesan from Australia who is on the Board of Directors of ISfTeH.

Journal of the International Society for Telemedicine and eHealth

?

The Education Working Group is pleased to announce the upcoming launch of a scientific publication, the Journal of the International Society of Telemedicine and eHealth, the Official Journal of the ISfTeH.

JISfTeH is an open access, online, peer reviewed journal published under a creative commons license. It seeks to disseminate information on all aspects of eHealth activity from around the world. eHealth is as defined by the WHO - "the use of information and communication technologies (ICT) for health." Being open access, all interested readers will be able to freely access the journal online without the need for a subscription.

JISfTeH will publish original research, perspectives, comprehensive literature reviews, preliminary and short reports, case reports, scientific letters and letters to the editor. The language of the Journal is English. The journal aims to have a peer review time of three weeks. After final acceptance of a paper it will undergo language copy editing, typesetting, and reference validation in order to provide the highest publication quality possible. On approval of the final galley proofs, papers will be published online, without having to wait for space in a future issue.

As an international journal, JISfTeH is actively seeking to promote publication of work from developing world countries, some of which may best be presented as work in progress or a short report. ?

We already invite you to submit a paper to JISfTeH. Manuscripts should be submitted to the journal online here.?

EJD (European Junior Doctors) and ISfTeH sign Memorandum of Understanding ? ??

We announce with great pleasure that EJD (European Junior Doctors), ISfTeH and Med-e-Tel have signed, in November 2012, a memorandum of understanding for the creation of a framework of collaboration with the aims of implementing common actions and initiatives through the exchange of resources and experiences in the field of European and global eHealth.

?

EJD has become the European medical organization with the most comprehensive national membership, representing over 300.000 Junior Doctors all over Europe. Over the last four decades, the EJD has actively intervened in defense of the medical profession in Europe with the purpose of contributing to the development of Junior Doctors' work and education and has had an important role as a background group for the organizations of Junior Doctors in countries preparing to join the European Union.
